She was found abandoned on a path. She was likely abandoned for being a girl and having special needs, as it is very common in India. There's a great documentary called "It's a Girl" that goes in to this in greater detail.

On and off yes. The glasses she used to wear we're the wrong prescription and her new ones are only .75
